wonder if proper risk assessments are done on these things, you can't assume all the batteries will be completely discharged.

Have you ever seen the sparks that ensue when a piece of wire-wool comes in contact with the terminals of a 9V alkaline battery?

Or the heat given off by pair of them mated together?

I've not tried it with lithium (primary) batteries but given the power density the word "incendiary" would probably describe the result.

With the obvious exception of 9V batteries where both contacts might make contact via the metal casing on another cell, I think it would be very unlikely to have a problem with AA cells, etc.

This has been common practice now for several years in other countries - it's a very long time since the Netherlands exclusive wheely-bin-with-an-X first started appearing on battery packs, etc., so that's an awful lot of boxes containing very large quantities of batteries ...

Assuming there have been no problems to date, could that be considered as evidence of a

*practical* risk test ...?
