Fire Safety for Rigid Insulation Above Slab

I am planning a subfloor for my basement, and am trying to determine whether to use enginereed panels (i.e. Dricore) or sleepers + insulation.

Many sources recommend using rigid insulation between the sleepers. But, the building code (Canada), as well as other sources require a fire-resistant barrier be installed over the insulation when used indoors.

How can I achieve this on the floor?

Can the rigid insulation be used between the sleepers at all?

Any advice / direction would be very appreciated.
