It's worth getting a copy of the IEE On-Site Guide for this. It has sections describing the different provisioning arrangements and how to organise a CU for each, as well as some overall system layouts. Whitfield's book (Electrician's Guide) is also helpful.

The main things are accounting for the provisioning arrangement and for various forms of diversity (i.e. not all loads on at once). If he has outbuildings etc. as well, then there are issues to cover there also.
