In the answer is yes, then he does reach the edge. The last few hops may be quantum leaps though.

I don't know the answer to this, but eventually wouldn't the length of the remaining distance become shorter than the length of the frog, and he could just step the final bit?

This is not at all like the situation of a different frog treading water in the precise centre of a different circular pond. On the edge is a cat that can run four times as fast as the frog can swim. If the frog reaches any point on the edge without the cat having got there first, it can jump away faster than the cat can run.

The frog needs a plan which allows it to swim to the edge and hop away without the cat getting it, regardless of how smart or psychic the cat is. No tricks.

Can you devise a plan?

But each step is always smaller then the last, In an analog world he gets there after an infinite number of hops. In a digital world he stops one bit away from the end and says 'half a bit, half a bit, half a bit onward: Into te valley of irrationality hopped the batrachian' etc.
