If you can lay your hands on an old 32-bit Acorn computer (even 10-15 year old machines are still adequate for the task - they were built to survive in schools & industry rather than cushy offices) the version of !Draw that comes free with every Acorn/RISC OS machine is good and very easy to use - though no built-in libraries I'm afraid. You could buy yourself a new RISC OS machine of course but that might be seen as contrary to the request of 'free'* software!
