I have plaster walls with so-called "Santa Fe" finish... 1/8" real plaster over dry wall but basically sanded flat.
What is the best mixture to use to patch small holes (remnants of wall anchors)?

Get lightweight spackle. It settles very little when dry, and is easy to apply. With anchor holes, you may want to apply, sand lightly when dry, then apply second coat of spackle.
And please, knock the anchors into, or yank them out of the wall FIRST!
