What is best deepens somewhat on the area where you live.

However I would suggest (bottom to top) gravel, sand, pavers, sand. Some people like to use concrete, but I don't like the idea, repairs are a real problem.

I take it you are planning to do this job yourself. I suggest getting some professional advice in the form of a book from your local DIY store or a set of instructions from the supplier of your supplies.

Don't skimp on the foundation. Fully compact the materials as instructed. Don't hurry the last sand to fill in the joints, you can do it several times. When done you will have worked five times as hard as you thought it would be and will have a wonderful surface to be proud of for many years to come.

This is a very good DIY project. Almost nothing that you can do wrong that will cost you anything other than your own personal labor.
