The word "environment" can mean "surroundings", as in, what people experience every day as they move through any space; it can also mean the more recently-general useage, i.e. air quality, water quality, and so on.

I suspect that "reaction" would mean a negative reaction to the latter useage of the word "environment", however, IMO, an inspiring building would score high in *both* uses of the word: it's appearance *and* functionality would enhance the experiences of those people who would see and use the building, and it would utilize construction methods which minimize its negative impact upon air/water quality, resource consumption, and so on. Such structures do exist.
