pressure gage goes past 30psi and water eventually hot water pressure opens relief valve. replaced fill valve, no change. Can excess air stay locked inside expansion tank?

Sure, it it's upside down and standing on its stem, rather than hanging from it. It should only hang from its stem, so air can readily bleed out and never have a chance to get in or stay around.
