The blowers (just cool air) come on for no reason on my Rudd Classic 90+ furnace. What would cause this and how can it be fixed?

We have had two repair men come to look at it, two times each, and they can't find anything wrong. The blowers will kick on intermittently with no heat even when the thermostat is turned off. We even tried taking the batteries out of the thermostat to see if there was something wrong with it, but the blowers still came on. The only way we can get it to stop is to turn off the furnace itself, but then we have no heat. What's causing this to happen, and how can it be fixed?

Can you give me the model number and erial number of the furnace? Do you have a air conditioning or heat pump in this system?
