I just saw someone mowing their own lawn wearing a hi vis jacket. So he can see himself?

probably cheaper than a former next-door neighbour, newly moved to the area, found that people were wearing sports jackets (in the 1960s) with leather patches on the elbows. So he went out and bought a new sports jacket and had leather patches added.

Maybe he had just got home from work and decided to spend sometime making his home look nice. You would not know about such things.

That means they won't wear through. In a decade he can remove the patches and he's still got a brand new jacket.

Why would he be wearing a hi vis jacket when he got home? He would have removed that as he got into his car.

Perhaps it's his only jacket suitable for mucky tasks and he didn't want to get grass clippings on anything from Aquascutum?

no - he would have a worn jacket with unworn elbows. Most people added leather patches to hide then fact the elbowshad worn out beofre the rest of teh jacket.
