well pressure question

I have a well pump that was "short cycling", my pressure tank was bad. I replaced the 32 gallon tank with a 45 gallon unit. All pressure switches and gauges were replaced at the same time. Pressure in tank is 38psi and switch is a 40/60. All worked good for about a week. Now there is no way to get the water pressure over 45 psi. I have turned off the pump for 24 hrs. straight. I only get up to 45 psi, the pump never kicks out. My pump is a 1hp. 230volt and is drawing about 6.5 amps at the panel. If I run my outdoor sprinkler system it will run for an hour at least with out any loss of water from well. There is just no way to get pressure over 45psi. I have decreased the cut out pressure at switch since then to 44 psi so I do not burn out pump. Do I have a pump going bad, or is there a bigger issue like no water at well?
