My condo balcony is screened, but we can hardly see through it.

The screens are old and hard to see through. The mesh is white in places.

It will very difficult to replace the mesh. Is there any way I can refresh the screens with some kind of paint or perhaps an aluminum polish?

I actually did this. I used "ultra cover" flat black paint, watered it down, and applied it lightly and very carefully because of the condo neighbors underneath. Two coats later and, behold, we can see through the screen. We may have to coat the other side, which we will be happy to do if requested. No one replied to my query, but I just wanted to let you know old screens CAN be refreshed.
