Is there a way to measure how much gas my hot water tank is using each month?

Yep, it's called a Gas Bill. In a summer month or non-heating month, use the microwave instead of range and skip gas dryer clothes drying for the month. This'll give you the exact water heater usage for your typical month. Sorry, no meters I know of that you can connect up.
