I have rusty water coming out of our old water heater. The heater seems to work fine. I thought the rust might be a bad anode rod, but the

rod is stuck and before working on removing it I want to see if the rust might be from another source. Any suggestions?

Nope, you're too late for an Anode Rod replacement. Anode Rods don't rust, only tanks do. You'll need a new water heater.
