have a coal converted furnace and the burner is not responding to the thermostat

we have to turn the power on and off to the thermostat to get the burner to activate. The pilot is on and the fan seems to operate properly when the burner gets activated. The icon on the thermostat that indicates the burner is on comes on and the thermostat clicks as if it is making a command however the burner does not respond. The thermostat is a honeywell RTH230B.

In order to check this you will need a volt meter to see if the thermostat is sending out voltage to the furnace. Do you have one? Is this a gas or fuel oil system? The blower works off a fan control in the furnace in the the heat mode. First remove the thermostat and check the white wire (w terminal) and make sure the connection is tight.
