You are correct that HTML itself is written in SCII, but it is not what is normally referred to as "plain text" since it includes all the markup information. In addition, too many HTML editors automatically include various binary objects such as fonts and embedded images.
In my opinion, plain text messages are preferable for email messages and newsgroup postings. Not only does HTML increase the size of the message for the sake of low value formatting but it can hide various malware. I have my email and Netnews clients set up to ignore the HTML.
Also, there are still people who use newsreaders that don't understand HTML.

Not arguing with any of that. However, html is readable by a normal text editor, thus does not really fall into the category of a "binary" posting. There are numerous reasons, as you've pointed out, for not using html for Usenet postings. I certainly was not advocating that people should post in html, just pointing out that html is not binary in the strict definition of binary postings.
