Yes, it can be thinned with mineral spirits. Or paint thinner. Or turpentine. Best is naptha (lighter fluid).
No, it does not dry hard. It is a mix of stain (optionally), thinner and silex (fine silica). You put it on liberally, let it set a bit so it looks duller (which is why naptha is a better thinner, it dries faster) and then you RUB IT OFF with something coarse like burlap or an old bath towel. Rub cross grain as what you are trying to do is fill the pores. Instructions are on can, I bet. :)
