Pulley adjustment on Delta 28-206 BS

I recently acquired the Delta 28-206 BS and am having problems with the set-up/alignment of the motor and saw pulleys. In order to get them properly aligned, I have to move the motor all the way back on the mounting bracket which compresses the motor and cord against the enclosed base. In other words, I can't close the door to the base let alone lift the motor to attach the belt.

The instruction manual shows the pulleys on both motor and saw to be configured with the larger pulley facing out. That is, the set screw is closest to the end of the arbors. On my saw, the pulleys are reversed - the set screws are closest to the motor/saw.

Which is the correct configuration for the pulleys? My gut tells me mine are on in reverse and should match the picture in the instruction manual.

I tried to reverse the upper pulley but gave up in frustration as it appears there is no way to pull it off the arbor without a gear puller.

Any comments/ideas would be greatly appreciated.

Follow-up:

I also discovered the plastic knob on the upper wheel cover door was stripped right out of the box. Delta was prompt in sending me a new (just as cheap) knob but they have not responded to my request for assistance re: the problem with the pulley alignment.

I have yet to even get the table installed and turn the machine on. I am beginning to fear the worst in terms of quality of this tool.
