I've not seen the memos. Do they explore theoretical possibilities in a general way, or are they presented in the form of a legal brief, with appropriate citations and precedents?
Do they advocate a course of action, or do they describe the limits of allowable actions?
Do the memos address the concerns of dealing with legally defined combatants, or are they broader and take into consideration those who may be thought of as illegal combatants?
