gluing to painted surface

Want to glue a new piece of plywood on top of existing painted piece of ply. Will this hold or will paint prevent a bond?

If the glue does stick to the paint it will only hold as well as the paint. I would just rough up the painted surface until I see some wood and then glue it up.
