This seems to be a problem with many officials e.g. BCOs, planners, listed building people, etc. There should be a legal obligation to continue in a consistent manner, and honour any previous decisions. But of course everything needs to be written down, else how do they know what the last bloke thought ?! Simon.

I don't know why people have this view that BCO's are ogres - in 26 years of dealing with them I've never met one that wasn't hlepful and eager to get the job done efficiently, safely and with the least amount of fuss as possible, which is in everyone's interest, *including* the person who's doing the work - he hardly wants to be associated with a crumbling extension, sagging roof etc, unless he's planning on going out of business PDQ

Regrettably BR are no longer realistic about safety and effectiveness. Instead one must massively uprate joists so there is no more than 3mm (IIRC) of deflection, despite the reality that there are more effective ways of deadening sound transmission, and the absence of any safety issue. One cant use T&E outside now for fear of sun damage, despite the fact that it isnt an issue with more or less all T&E.

There are lots of houses from the 1800s where just about nothing meets modern BR, yet other than with insulation, they work fine and are perfectly safe.

You'd better tell the IET about that then. They write the Regulations, and seem to think it can be suitable, so long as it is protected, if UV is liable to have an influence on the cable. On a North facing wall, it probably doesnt need protection.

I've had a 20m length of 6mm T&E lying on the ground, feeding an extension for the past 14 years. I remember to check it occasionally and it's still fine.

I've never seen it damaged by UV, and that includes some which is decades old. I don't recall the regs saying T&E is unsuitable for use in sunlight.

I have seen some crumbly old PVC cable outdoors, but that was decades ago and was likely very early T&E where the formulation wasn't very stable. Certainly haven't seen any crumbly or degraded stuff since then.

The Regs say T+E IS suitable for outside use. There is a note that if UV is likely to be a problem, the cable should be shielded.

Really nice bloke - biscuits clearly went down well. He offered a couple of excellent observations, ruled out a cheap way of removing a supporting pillar[1] and accepted my quals to deal with Part P myself.

[1] 2 3x3 wooden pillars holding up one end of the dormer flat roof center beam. We are de-skinning the wall that contains these to open out the space. SWMBO wondered if th epillars could be removed in favour of a cheap method of hanging the beam off the hip beams. That won't work apparantly, so I will just sand up the pillars and make a feature of them.
