Uneven cork tiled floor advice

I'm redecorating my bathroom and have a problem with the floor. It looks like the floorboards were originally covered entirely with cork tiles, but then someone has laid another layer of cork tiles over part of the floor, so there's an area with two layers. None of the sets of tiles are in particularly good condition, and they were covered with carpet when we moved in.

I want to replace the carpet, but obviously the floor's not even. Should I try to remove all of the tiles (I'd rather not - it's a fairly big room and I don't fancy trying to scrape tiles off the floor around the toilet and under the sink in case I damage any of the pipework). Should I use waterproof hardboard/ply to level the floor or is there a screeding material I could use on a wooden floor?

I'd appreciate any ideas.
