Are there any situations where it's acceptable to use a bottle trap with a 38mm seal on a kitchen sink or do Building Regs always require a 76mm seal?

Who says you have to use a 76mm? - there's no BCO going to look under your sink
A half trap is just like what's in the picture - you can see that where the trap comes back up, the pipe stops and you need to manually attach a bend to make an entire trap.
