Why? If the system is capable of supplying the heat demanded by the occupants of the house then eventually all rooms wil be at the desired temperature and all TRVs will be closed some of the time (maybe not all at the same time).
The house may not heat up evenly which may be good enough reason to balance the system.

*Eventually* may be a very long time! Coupled with uneven warmup generally, that is precisely why you *do* need to balance the system. It should be balanced with all the TRVs on max. Once balanced, they can be set as desired.
Exactly. And it's not that difficult to do. Other thing is if you have an older open vented system with a header tank you're more likely to get cold rads at the end of the run or pumping over when all the TRVs close.
YOU MUST BALANCE THE SYSTEM
its all about heat transfer and efficiency.....if the water flow rapidly through your rads heat transfer is poor...too slow is poo too...when system is running at full temp remove all the trv heads an check for a temp diff of 11 degrees between the flow and return pipe of all the rads...adjust the lockshields to balance to the temp dif off 11 degree
