Something warm to put on the underside of the floor?

Two areas of the cellar have lost their ceiling - you can see the floorboards. Oddly enough, these areas of the floor are very cold under foot - the landlord didn't see fit to use underlay neither. I just wondered if I could fix something up that's cheap, which would insulate the area?? It's damp down there. I don't fancy faffing with plasterboard and it would only come down again. The only things I've seen are expensive, flimsy or not much of an insulator. I'm out of ideas.

The cheapest and quickest solution would be Rockwool (loft insulation roll) with chicken wire and a staple gun to hold it up - doesn't look very nice but it doesn't sound as though that's a consideration.
