Is this Clarkson writing under an alias?

That would have been the Libyan fossil water project?

Use the immigrants as leakstoppers.

Iirc, prior to the privatisation of the water companies, the spending was slashed to make the profits look better.

That's the one.

I've just had a quick look and found

formatting link
which has a picture of said pipes on trucks.

The bit I saw was on the drive from Tripoli to Benghazi - driven by a Libyan ex-fighter pilot who obviously liked flying in formation (one of our guys took a photo which clearly shows us only feet behind the other car that we were with and 130 kph on the clock!)

Last time Yorkshire Water has a hosepipe ban I was particulalrly annoyed because my bit of YW gets it's water from Ladybower and it was well topped up then (plus I get my hosepipe water off the roof). It was the supplies further north/east that were running low.

No :) Although he probably has the same view on the south east, Clarkson would do nothing to protect the water resources of the North.

I seem to recall he is at odds with his neighbours on a Scottish island because he wants a footpath across his land closed

That might come as unwelcome news to the residents of the Isle of Man.

Well I got the island bit right. Countless counsellors have spent many hours trying to persuade me that I shouldn't try and be perfect.

Point remains that he is a self centred idiot in real life, not just when seeking publicity for his next book, DVD etc.

Except he isn't.

I suspect his IoM neighbours just wish he'd f*ck off.

I assume you've met him. Funny how wankers stick together.

It's likely not his neighbours he has the problem with - more those who come to gawp at anyone/anything that has appeared on TV etc. And the press.

A pal who knew him as a neighbour from before the Top Gear days, says he was very polite to the point of being shy.

Perhaps the gawpers cause the problem, but he attempted to shut a public right of way across a corner of his land, which pissed off the locals. Fuck him - he has four other houses he can have privacy in.
