The cheapest solution would be to take separate hot and cold feeds to the shower and use a non-thermostatic shower (if it's cheapness you are after). More reliable too. The change in temperature while showering is generally minimal and the cost-effectiveness of thermostatic showers way overrated anyway (IMHO).
