Is there a 'rule of thumb' for the hole size relative to nominal uncompressed diameter?

Yes. The hole will be the thing at nominal diameter and the pin will be made the correct amount larger. This varies by size but about 0.008" to 0.014" larger than nominal hole size for a 1/4" pin. The spread will obviously be a bit less on small pins and a bit more on larger ones.

Tolerance on hole size for all sizes is about -0% / +2%. So for a 1/4" pin the max hole size is about +0.005" and the minimum pin size should still be a few thou larger than that. Generally a twist drill will always drill slightly oversize, especially when drilling by hand or in a non rigid machine and the roll pin tolerance has to allow for that.
