The Building Regulations are the legal framework governing what kind of work is controlled, and what should be inspected, etc. Regulation
9 says, "These Regulations do not apply to... the erection of any building or extension of a kind described in Schedule 2; or... the carrying out of any work to or in connection with such a building or extension, if after the carrying out of that work it is still a building or extension of a kind described in that Schedule". Schedule 2 lists all the categories of 'Exempt Buildings and Work', including conservatories less than 30m².There is no legal obligation under the Building Regulations to meet a reasonable technical solution as defined by the requirements of Schedule 1, much less the Approved Documents. There may be other obligations relating to contract law, Party Wall act, duty of care to any neighbours whose drains you've just built over, etc.
