I have the same symptoms. I think maybe it's a flow divert valve not working, and when the hot water does work (CH on), it is just referred heat from the CH. Gas guy said something about an additive in the supply gas causing diaphragms to deteriorate or stick.

Could this be true?

Your point makes sense. This is a 2 year old Ariston boiler. No inhibitor either.

The Ariston boiler 'sings' at the flue outlet, quiet but high pitched, which'd put me off buying another one.
