I assume you mean the element for a heated towel rail. It is permissible to wire one into a lightly loaded lighting circuit. You first need to work out how the existing circuit is loaded.
If the towel rail is in a room containing a bath or shower you need to use the right sort of switches in the right positions to control the rail.
You also need to do the bonding properly.
Lastly, if you live in England or Wales, you need to beware of Mr Prescott's paperwork stupidities.
Permissible, if the right accessories and wiring is used. Not ideal.
The best solution, as general power supplies are what ring mains are for.
Could you run a cable from a ring main up into the roof and then down?
An RCD is only required if the towel rail is in Zone 1 - i.e. directly above the bath - and this in turn is only allowed if it cannot reasonably be located elsewhere.
