patchy plaster

following a dpc i had my walls replastered in the dining room. however some damp patches remained and a lot of salty deposits appeared.i found the source of the damp to be a problem on the roof which is now resolved. however, i have repeatedly scraped, sanded and repainted the damp patches burt the paint just wont stick. the patches appear to be greasy. how can i get the paint to adhere please?

Knock it all off again, paint with PVA and replaster. You could try the PVA over the present eyesore but why bother?

Are you sure the area is dry yet? Continued formation of salty deposits would indicate it isn't and there's still a source of moisture. A brick wall will take something like a week per inch of thickness to dry out after the source of moisture is fixed. Leave the plaster bare until the salty deposits stop forming. Finally, wash the plaster with a wet sponge (no detergent) to clear the salt deposits in the surface which don't brush off, and leave to dry.

First coat of paint should be watered down matt emulsion. As with a new house which is still drying out, don't use anything other matt emulsion on the wall for the first few months as the surface must remain porous.
