Patch of peeling paint on the ceiling

The ceiling in a bedroom in my house got slightly damp due to a displaced tile (now mended). When the ceiling dried out there was a small patch of peeling paint. I'm wondering what is the recommended way to deal with this?

Does it make sense to try to soften the peeling paint, and stick it back with paint or polyfilla or something like that?

I would scrape it off, fill it if necessary to make it level, and then paint it with an oil-based primer to stop water marks coming through and then re-emulsion.
