Overlay flooring job

We just had hardwood T&G overlaid over chipboard in our house (a glue-down job). The walls had been plastered and repainted a few months ago. We were very surprised, when the floorers finished, to see a lot of damage to the walls - smears, smudges, even scratches, glue blobs on the skirting. When my wife mentioned this to their boss, just before they left, he waved his hand and said it was no problem - just give it a quick wash and a bit of paint and all would be like new. In fact there is a big area on several walls that will need fixing and repainting. The painter told us when he did the initial job that we should be very careful because in the case of marking it wouldn't be satisfactory to just do a touch-up.

Would this be considered normal flooring practice?

On the contrary, I'd consider it something I would want put right before I paid the flooring bods.
