OT: What do you think of this bridge?

If you are in Ayr then Scottish systems probably don't equate to English ones but if you have a parish council the clerk will be able to put you in touch with the councillors who have responsibility for parish paths, alternatively at county council level footpaths are dealt with by a footpaths/rights of way officer who can help. A recorded delivery letter to him or the chief executive of the council may be a quick way of getting a prompt response as once he has been informed an element of liability is placed on the council. Of course Scotland may have an entirely different system.

I think dangerous structures come under building control's responsibility. They would be in a position to know if that case should be deferred to highways or waterways.

Well no.

I was driving along a toll road in Norway yesterday. The toll booth was on a bridge at the end and the person collecting the money answered your description and was typing away on a PC.
