If you are in Ayr then Scottish systems probably don't equate to English ones but if you have a parish council the clerk will be able to put you in touch with the councillors who have responsibility for parish paths, alternatively at county council level footpaths are dealt with by a footpaths/rights of way officer who can help. A recorded delivery letter to him or the chief executive of the council may be a quick way of getting a prompt response as once he has been informed an element of liability is placed on the council. Of course Scotland may have an entirely different system.
