Skype's been down for eight & a half hours so. Must be pretty serious. I can imagine companies than use it for their business tearing their hair out by now :-)
I thought the whole point of Skype was that my PeeCee connected via the internet to my chatee's PeeCee. So this means that Skype operates like POTS, you connect to a Skype exchange which connects to your chatee's Skype exchange which connects to your chatee.

Not exactly. You need a database that 'knows' where the users are in terms of IP addresses.
Once you know that, then a direct connection is possible, but the skype clients are typically behind a NAT firewall router too, so you have to play some games with direct IP connections.
