Absolutely. I should, of course, have referred to Rapid decompression (rather than sudden). And yes, explosive decompression might be somewhat more immediately bothering than a few tyres bursting.

Removal of 1 atmosphere or around 15psi caters for the worst case scenario of depressurisation failure of the aircraft. Anything else is just airline fuckwittery of the highest order. If an exploding bike tyre or even a few dozen of them could bring down an aircraft or affect any of its system in any way then it should have its type certificate revoked with immediate effect.

I doubt if a few bike tyres exploding and bringing down the plane are the main worry,more like the problems caused by tubes pushing out from rims ,valve holes etc lead to a whinging passenger claiming that their bike has been damaged and what is the airline going to about it. And even if dropping the pressure by 15 PSI solves the risk you have to trust people who may be getting stressed about going through the palaver of catching a flight to accurately deflate by your 15 PSI may not be an option an airline wants to do, enough people forget really important things like passports to show how the stress gets to some travelers, far easier to just ask that tyres are deflated. And by the nature of air travel being international you would have to ask that your 15 PSI is also stated in Bar and Pascals for those from abroad and that could also lead to someone making a mistake,again easier to just to ask for the things to be deflated. It may seem over the top but aviation is like that, at least in this part of the world.

Maybe the other passengers complain about the diversion to the nearest airport to investigate what exploded, or the damage to their luggage if a tyre explodes?

If the tyre owner gets the bill he wouldn't be very happy.

A friends grandson was flying back to the USA and had packed a largish football in his hold luggage. Before takeoff they called him out of his seat on the plane and asked him to take the ball out and deflate it. Said they were worried about it exploding during flight!

Well if it flew into outer space, that would only be another 15psi. As its not, it will be less.

That's probably much more justifiable that deflating bicycle tyres. High volume low pressure vessel that is percentage terms, will undergo a much bigger pressure swing.
