Some 40 billion worth of public services are currently outsourced to private sector companies. Those companies are excluded from the requirements of Freedom of Information legislation. They are excluded from the requirements of open-book accounting. And they are excluded from any requirement to reveal details of their organisation to the National Audit Office. Why all the secrecy ? There has already been one scandal involving two firms hired to manage convicted prisoners. If it had not been for the involvement of the Serious Fraud Office we might never have known.
One wonders what other doubtful practices are going on - secure from the public gaze. And just why so much outsourcing is deemed necessary.
