Seems to combine the worst aspects for aircraft (energy consumption, noise, dedicated landing area, limited access to cities, turbulence, susceptability to weather) and trains ([enormous] dedicated right of way, track capacity limitations, need for route electrification, one-dimensional movement). I can't think of any situation where it would win over a conventional plane or train.
