OT: decorator leaving textured finish on emulsion

As part of an insurance job a decorator has just painted our bathroom walls and ceilings with white vinyl emulsion. The finish is not smooth. It has a definite raised texture, rather like a *very* coarse paper. As the walls and ceiling started off smooth we are not gruntled. We will tackle him about this tomorrow morning but I'd welcome advice on:

a. is this a normal/acceptable result (when the specification simply states "apply 2 coats of emulsion"? (I now know we should have insisted on a more precise spec. but I've never seen emulsion finish other than flat - even when I have slapped it on.)

b. can it be cured by rubbing down the paint while it is so new?

FWIW he seemed to use a non-drip emulsion and a short haired roller.

The textured finish is what you get with a roller, but it sounds like he didn't take the time to let the emulsion tack off (ie. slightly dry to the wall) & then gently roller over it again to flatten the high spots down to smooth. If it bothers you that much I'd ask him to do it again after rubbing down with fine sandpaper.

Thanks: fits with the fact that he rollered it on fast and left 5 minutes later.

No argument when we queried the finish. It's now rubbed down waiting for the final coat.
