This really needs to be read in conjunction with sections 1.21 to
1.23.Building Control may ask for evidence of qualification and then decide whether they are willing to accept the certificate or call for another inspection.
I suspect that some won't care, some will accept a certificate from anybody (since in effect the person takes responsibility if there's a problem) and others will insist on an inspection;

I can even borrow a full blown test set from work. The important thing is that the competent person shit we had before is now longer defined in terms of "paying a sub to Prescott's Mates".
