This all depends on whether these documents have the force of setting policy for the councils. I am not sure that they do.

... and who defines appropriate qualifications, knowledge and experience? Could this perhaps mean that Chartered Electrical Engineers (of which there are several in this group) could do self-assessment?

This really needs to be read in conjunction with sections 1.21 to

1.23.

Building Control may ask for evidence of qualification and then decide whether they are willing to accept the certificate or call for another inspection.

I suspect that some won't care, some will accept a certificate from anybody (since in effect the person takes responsibility if there's a problem) and others will insist on an inspection;

I can even borrow a full blown test set from work. The important thing is that the competent person shit we had before is now longer defined in terms of "paying a sub to Prescott's Mates".

It's either that or a fudge...

However, it does appear that the decision as to whether a certificate issued by somebody who is not in one of the guilds is acceptable is now at the whim of BCOs.

We were somewhere around Barstow, on the edge of the desert, when the drugs began to take hold. I remember snipped-for-privacy@cucumber.demon.co.uk (Andrew Gabriel) saying something like:
