Anyone know what changes our friend at ODPM has made to Part P? I can't see anything on the site describing them, other than wading through 4.5Mb of pdf file...

On change is the addition of some notes clarifying what is and isn't notifiable work - see pages 8 & 9 (9 & 10 of the PDF).

Yes - and some areas now seem to be moved outside the scope - eg additions to existing installations entirely within sheds and garages.

Also note on page 11 sections 1.25 and 1.26 that it suggests minimal tests need to be carried out for a simple installation such a single socket added in a kitchen. More interestingly it says any tests are **not** to be carried out at the householders expense - although I assume the normal building control fee is payable. This is something which has been discussed a few times on this group.

The three Building Control Organisations (LABC Services, ie Local Authority BC, NHBC Building Control, and the Association of Approved Inspectors) have issued a joint statement urging the Goverment not to implement the new Part L, citing reasons such as the software required to do some of the assessments hasn't been issued yet.

Are there implications for the companies (often "double glazing" companies) who replace wooden weatherboarding with plastic?

From a quick look, yes - I'm totally immersed in the new build stuff ATM but L1B Appendix A covers works to thermal elements, including (Table A1) renewal of finish or cladding to an external wall or applying a finish or cladding for the first time where the U-value should be brought down to

0.35 if it is cost effective and practicable to do so.

1.26 under "Where installers are not qualified to complete BS7671 completion certificate" ie DIYers as it calls it, states:-

1.26 The building control body may choose to carry out the inspection and testing itself, or to contract out some or all of the work to a specialist body which will then carry out the work on its behalf. Building control bodies will carry out the necessary inspection and testing at their expense, not at the householders' expense.

Surely this is good, news for DIY. Submit request/plan to local BCO, do the work, pay the fee, they inspect/test and issue relevant final certificate. Now my kitchen rewire is going to cost only £62 extra for Part P, rather than the £300 off quoted by council.
