I felt a qualification was required at the time rather than saying "Thirdly if its an electrolytic, it can't take ANY reverse voltage AT ALL". I feel that in context "all" was implied.
I have seen low value, high voltage electrolytics. Generally non-electrolytics are more reliable and maintain a more constant value over time.
