I need a cunning plan

Two is enough to be really aggravating. I believe an easy, non obvious, way to let tyres down is to put two bits of match stick into the valve and loosely put the cap back on. Though anyone with any nous will spot the bits when they come to pump 'em back up. Of course it is obviously a deliberate action and if happening fairly often pretty annoying. How long would it take to pump up 4 tyres with a footpump, maybe that 6 AM beep would be a less annoying 7 AM beep...

A little wadge of paper foil shoved inside the valve cap is quieter and effective in an hour or so- so I have found out to my cost!

At that time of day it is an offence anyway.

Personally, if I was in a position where a quick blast could avert something nasty, rather than announce my annoyance, I think I would go ahead anyway.

Not very effective on diesel vehicles. The pressure in the exhaust pipe will build up until the fuel there detonates. Assuming the exhaust is sound, that will usually result in the blockage being shot out. Otherwise, it can still start, but may be noisier.

Apparently, a can of filler foam placed under the bonnet allows the vehicle to start and drive for a while before it overheats and explosively deposits its contents within the engine compartment. ;)
