The council is obliged to collect it (together with parish precept which locally is used to fight legally unchallengable council parking charges) but has no say in its size or use.

I wonder if it is consistently different in Scotland - I'm in West Lothian and the council run centres are not only open 7 days 9 to 6, but do not dis courage any vehicle up to moderate van size. I suspect that named builder' s vans would get chased, but the amount of builder's rubble that appears in the appropriate skip would suggest that a fair amount of professional disp osal is made.
Edinburgh's waste centres appear to be equally friendly.
Plus there is always a very comfortable atmosphere there.
