Green Wave

What about rewarding drivers for sticking to the speed limit by having traffic lights turning green as they reach them? This is known as a Green Wave - possibly german in origin. I believe they used to do this in London before Mr Livingstone's Transport for London.

Many modern traffic lights are already phased like that, when they are reasonably close together.
