Fitting a new concealed cistern but am instructed that top of cistern cannot be within 40mm of enclosure. Cistern is if anything going to be higher than enclosure. Something is amiss! Can anyone explain?

What do you mean, higher? How can it be, if it's concealed?!
I assume it means you need 40mm clearance above the top of the cistern to whatever's enclosing it - ie enough room to remove the lid (and maybe get your hand inside for maintenance)
Yes, if the top of the cistern is higher than the enclosure, it's not enclosed, it's open, which sort of defeats the object of using a concealed cistern really.

Basically you conceal the cistern by building a box round it or a wall in front of it. If you do a box, then the lid of the box must leave at least 40mm clearance from the top of the cistern.
