fake bomb detector - how are people so stupid ?

All materials radiate a unique signature. Anything that moves creates a aura. All you need is a sensitive person or, device.

Bomb detector?? I'm sceptical but, taking into account the first point above, it may be possible.

If they reduced the funding by 90% - would it be more effective?

Well yes I'd say so, especially after the fake Oil deposits detector of a few years ago and all the snake oil cures for ailments which abound.

Its hard to see why anyone would take anything at face value

Even so, those who were actually going to use them would surelyhave chacked them out before just using them, if its y your life on the line, you do have a vested interest. What next bullet proof vests that are not bullet proof?

An underground pipe is obviously buried in a trench. When that is infilled, there's bound to be some unevenness in the ground. Are you sure that your dousing wasn't just finding that slight dip in the ground?

That sort of explanation has two huge plus points: a) It does not gainsay the empirical evidence that dowsers seem to have some ability. Nowhere near 100%, but slightly better than 0%. b) It does not involve any new science or non-science.

Why didn't they just use sniffer dogs, which are proven to work at detecting small traces of substances.

The dog trainers were probably offering less in the way of 'commission' on the sales.
