Euro Style front door lock - different locking modes?

Hi all M-I-L has recently moved into a new house with a Euro-style lock on the front door. It seems to only work in a 'latch' mode, and she is worried that if she forgets a key when in the garden and the door shuts, she will be locked out. Is this way of operation an intrinsic part of the lock style, or is it a 'mode setting' that I can somehow change - a bit like a 'child lock' on a car door?

I changed the lock in one of those doors recently, as I remember, the only difference was an extra handle bar, which worked from the outside only, I thought at the time that it could be changed back to normal 'two-way' use by just changing the handles.

Take the handles off, and you'll see what i mean. Alan.
